Actually, when you start up the 'Technic Launcher', select Voltz (Mod pack) and click options. After you've done that, click on the button that says, "Always use development builds". Be warned, it might be buggy, but will have a lot more stuff that's interesting, so I highly recommend getting version 1.1.3. Hope this helps. ~dashnog8
Voltz is a module for the game Railcraft, in which a rolling machine is necessary to build different pieces of rails. In the Voltz module, to use the rolling machine you must touch it to the output side of an energy cube. In other parts of the Railcraft game, it runs on BuildCraft power.
If you are talking about with a Star Wars computer game such as Empire at War you can put it in Star Wars Empire at War/Gamedata/Mods put it there and create a shortcut for it.
