Hurricanes form over oceans, not cities, and are far too large to be "in" a city. Virtually any city along a tropical coastline, especially on the east coast of a continent, can be hit by a hurricane.

For a variety of reasons, hurricanes don't affect the west coast of the US very much. One will occasionally pass by off to the south and bring rain and higher than usual waves to California, but it certainly doesn't get hurricanes similar to those on the East and Gulf coasts.
It all depends where on the East Coast you live. I lived in Florida for 10 years and we got hit by hurricanes at least once a year. But, they were not all to the magnitude of hurricanes such as Katrina or Andrew (1992). I lived in Pennsylvania for 4 years and then later 2 years, and as far as I can recall, we were never hit by a hurricane. Although the most recent hurricane, Hurricane Irene I think it was, hit PA.

Louisianah Idaho. Well, anything north or west of Kansas. Mostly, only the East Coast and the gulf coast get hurricanes.
