well i think it was out of fear because when comoder perry came he had guns cannons in 1842 now the japaneese had no guns cause they had been isolated for 200 years so they were forced to sign a trade trety with america or it could have been that Japan wanted more militry strenth it could even be that japan wanted to be modren be like the west have a westren house dress there are many answers to this question
