If it can be a pointing device, perhaps a touch-screen?
Because an optical mouse uses a beam of light, rather than rollers, to figure out how much the pointer is being moved, it is both more accurate and more reliable than a roller mouse or a trackball. (For one thing, dust won't build up inside of the device and clog the mechanism.)

Dust storms tend to hit countries with lots of open dry land. The country that is prone to dust storms would be africa because of the heat and the open dry desert and land.

A long period (years) of drought led to the dust bowl in the 1930s. This left the top soil prone to wind erosion. When winds came, it created dust storms that killed many because you cannot breathe in dust.
Ball mouse: Your rails likely have gunk or dirt built up on them causing a uneven flow and roll from the mouth, there for causing the mouse to be jumpy. Clean your mouse. Laser mouse: Dust or dirt on the laser sensor or a poor tracking or mirrored/shiny surface. Clean your mouse. Bottom line, clean your mouse.
"Better" is subjective. The major advantage an optical mouse, though, is that it is not mechanical-ball-based, so it will not clog up and not work. With a regular mouse, the little ball inside it accumulates dust and dirt, making the mouse not function unless cleaned.
