the president will veto it
Yes. President Nixon was impeached. However, we first must define impeachment. Impeachment is the trial that Nixon went through. He was found guilty (obviously guilty) and was therefore impeached. After he was found guilty there were discussions on whether to "fire" him from his job as president but Nixon quit before anything could happen. He therefore was able to keep the benefits that any former president would have and (sort of but not really) save face.
The bill does not have to be approved by all members of Congress before it can be sent to the President. It also does not need the support or endorsement of any specific political party. Additionally, the bill does not need to go through any particular number of readings or debates in Congress before it can be sent to the President.
You can petition for anything you like, but it doesn't mean that it will happen. Yes, the First Amendment to the U. S. Constitution guaranties the right to petition the government for a redress of grievances. However, Congress is not obligated to respond positively to the petition.
Congress has to approve it.

The president has the power to prorogue a session of congress. This can happen only if two houses cannot agree on a date for adjournment.
The president is removed from office if they are impeached and then found guilty. After that many things can happen. They might get a presidential pardon like Nixon, or they might serve jail time depending on what they did.
Before a president's budget can be put into action, it must go through a series of steps. First, the president submits the budget proposal to Congress. Then, Congress reviews and analyzes the budget, making changes and adjustments as needed. After the budget is finalized and approved by both chambers of Congress, it is signed into law by the president. Only then can the budget be implemented and funds allocated accordingly.
The 17th President of the United States was Andrew Johnson from April 15, 1865 to March 4, 1869. Johnson Succeeded President Lincoln after he was assassinated, and was the first U.S. President to be impeached.
