This is essentially correct. As we currently understand it, there are four basic forces in the universe. These are gravity, the strong and weak nuclear forces (strong and weak nuclear interactions), and the electromagnetic force. An electromagnetic wave is an expression of the electromagnetic force, and it is pure energy. There is no matter associated with electromagnetic waves. It might (or might not) be helpful to note that electromagnetic energy can be converted into matter, and we see this happen in an event we call pair production.
