I have used both Maracyn-two and the natural medication Melafix.I prefer Melafix because it will not hurt other fish. Also you want to keep water clean because other infections can occur when pop-eye swelling has gone down. Make sure medication is used for a long enough period.
Popeye is always caused by a bacterial buildup behind the eyeball (s) this is directly caused by very bad water conditions. If you observe the basic fishkeeping rules that follow there is a slight chance that the fish 'may' recover. The basic rules of sucessfull fishkeeping if you want to keep fish succesfully are. :- 1 inch of fish must have at least 1 gallon of water. (a goldfish is a 10 inch fish so it needs at least 10 gallons of water.):- Every tank must have a permanently running 'cycled' filter. :- Every tank must have at least 50% of its water replaced every week. Adding 1 teaspoonfull of aquarium or "none iodised" kitchen salt per gallon of water may also help.
I had the same problem with a Koi Carp I had in a pond in my backgarden. I'm sure there is some sort of treatment you can buy from a local pet store but unfortunately, pop eye is a pretty violent illness. I caught the disease too late and had the fish put down because its eyes were basically "popping". Just try and look for some treatment but don't get your hopes up too far. Hope this helped.
The only possible way you can help a fish with popeye is to look after its water. There is no reliable medication that will do the job. There are heaps of meds available at the pet shops that make all kinds of "claims" but I can assure you that your money will be wasted buying meds to fix popeye. They do not work on most of the problems they are claimed to fix. The addition of a teaspoonfull of none iodised salt (cooking salt) per gallon of water may help. The basic rules for keeping any fish successfully are as follows. 1 inch of fish must have at least 1 gallon of water. (A goldfish is a 10 inch fish so it needs at least 10 gallons.) Every tank must have a permanently running 'cycled' filter. Every tank must have at least 50% of its water replaced every week. If you don't follow the rules above I can guarantee that your fish will be constantly getting sick and will have a shorter lifespan that it should have if properly looked after.

I've never had this problem, but my local aquarium supply store recommended Melafix to heal my fishes' torn fins, and it also says it treats popeye in all freshwater fish. A medium-sized bottle is around $6, so it's very affordable.

Could be a bacterial infection called Popeye. Probably due to poor water quality.
