The only possible way you can help a fish with popeye is to look after its water. There is no reliable medication that will do the job. Every tank must have a permanently running 'cycled' filter. Every tank must have at least 50% of its water replaced every week. If you don't follow the rules above I can guarantee that your fish will be constantly getting sick and will have a shorter lifespan that it should have if properly looked after.
