In speaking about the 1904 Russo-Japanese War, Japan's enemy was Russia. Japan initiated its attack on Russia without first declaring war on Russia.When speaking about the Japanese military forces in the early 1930's, Japan invaded China, and many historians believe that World War Two began with the invasion of China by Japan. As time progressed, Japan would be at war with mainly British and the USA in Eastern Asia. The Japanese attack on Pearl Harbor began the hostilities with the USA. This began the Pacific Ocean island battles between the USA and Japan. Once again, as it was a surprise attack, Japan did not first declare war against the US.
