Japan would've, had the war continued. Russia had just completed their Trans-Siberian railroad and were prepared to send mass reinforcements to the front; they were just warming up! It was at sea where Russia really suffered, losing 2 out 3 battleship fleets. Battleships cannot be replaced as easily as infantrymen can.

But Japan was running low on able bodied men, and money. The war was bankrupting Japan...had it continued much longer.

Thanks to Roosevelt's mediating of the war, Japan was considered the victor, Russia accepted defeat.
