President Obama cannot make laws. That is the job of congress. He can, however, advocate for his priorities, and encourage congress to pass them. This is what happened with the controversial "Affordable Care Act," which his opponents call "Obamacare." He wanted health care reform, and the Democratic-led congress passed it. There are other examples of priorities the president has encouraged and which became law, such as the ending of "Don't Ask/Don't Tell."
Obama is above the law, he creates the law, he Is the new LAW. He owns the justice department. He decides which cases get heard by the Supremem court. Obama is immune to the law. It is impossible for Obama to break a law when he is the one rewriting the laws.

One significant law that was created in the United States in the 21st century was the new government health care law. This law is often referred to as "Obama Care" in that President Obama made his views known on that issue and the House of Representatives submitted his plan as a bill in the process of making the plan into a law.
