Well it isn't really replacing any one resource; it is a renewable source of energy. We have free space somewhere, so we filled it with windmill type objects to get some energy since nothing else was there (plus they are less expensive than solar paneling). So basically, they are helping to reach the goal of weening off of petroleum.

Solar energy is aiming at replacing coal energy, but solar energy doesn't have nearly the same output of energy per unit mass as coal. Also the production of solar panels creates a lot of pollution, and is needed to be used for at least 20 years in order to make up for the pollution (of which solar panels don't usually make it till)
