Actions like that put you in a sticky situation. You are probably wondering whether you should tell the partner not to listen to the other person, tell the other person not to talk to your partner, or tell the teacher what is going on. It is likely that the teacher sees or hears what is going on. When the time comes to follow the instructions, the people who are talking will not know what to do, and it will be even more obvious who was paying attention and who wasn't. While the teacher is talking, your primary duty is to pay attention and get the information. When the teacher is finished talking, you might want to tell your partner that it was annoying that the other person tried to talk to him or her. Remind your partner that you can't do both his/her and your own work, so s/he should listen to the teacher and ask the other person to pay attention to the teacher. If your partner tells the other person to pay attention, that should be the end of it. If it happens again, tell the teacher.
You should be the bigger person and let go,and let flow don't worry bout the negative that ppl give u cause the only thing they want is of ATTENTION....
It means a person who should/does get attention either in a positive or negative way.

To get his attention in general, just wave your arms around. He should notice you waving your arms around, and when he does, gesture to him to come over.
I think we should interrupt the person who is talking harmful.
If a person is trying to anticipate the response someone may have to his or her message, he or she should pay close attention to what step in the communication process?
smile at him when you walk in the hallways. if you dont feel comfortable talking to him, wave, hopefully then he'll come over to you and start talking
well if your a shy person, than you should do things that he/she pays attention to! and if you're not shy than just express your fellings to him/her!
Start talking to him. By a conversation and see what his interests are in. Start hanging out more and maybe he will start to like you.
'Have had' should be used when talking about yourself. 'I have had that.' It can also be used when talking about a group. 'They have had that.' 'Has had' is when talking about another person. 'She has had that.' (Sorry about to horrible examples, I'm too tired to sit and think of good ones)
