I have a 1995 vw golf diesel and I am in the process of changing the cruise control computer a second time. The computers are known to fail, I would check it first. it is mounted behind the headlight switch (silver box).
Check the vacuum lines on the driver side of the engine.

You need to check cruise control fuse and relay.
There is no isolated fuse for the cruise control. It all runs off the 20A gauges fuse. If you are having trouble with the cruise control I would check the Cruise Control Module or the Cruise control Servo. What symptom is occurring?

Check in your vehicle's owner's manual for reccomendation's regarding the cruise control. I have seen manual's that say not to accelerate up hill's with the cruise control.
Check the cruise control for the Prelude first. Then check the cruise relay, any linkages, and the vacuum lines. If these are ok, then run a computer code check to see if any codes show up. A code issue could cause the cruise to not operate properly.

The cruise control may not work is there is a problem with the brakes. Check to ensure that the cruise lights come on in the dash. Also, check all the vacuum lines to see if there is any issue.
Check for a broken vaccum line near or under the driver side battery area.
