There is no such thing as a state chain, as in a chain of command or chain of importance. There is however an order to the statehood of each state. Delaware does have the nickname being "the first state" which comes from Delaware being the first state to ratify the new United States of America Constitution. Pennsylvania was the second state to ratify the new constitution followed by New Jersey, Georgia, Connecticut, Massachussetts, Maryland, South Carolina, New Hampshire, Virginia, New York, North Carolina, and the thirteenth was Rhode Island. Vermont became the 14th State of the United States as it declared statehood in 1791. As each state declared itself as a sovereign state they fell into this numerical order. On November 2nd, 1889, the same day that South Dakota declared sovereignty as a state, so did North Dakota. Because North is seen as above south North Dakota fell into the 39th slot of states declaring statehood while South Dakota took the 40th slot.
