The network access layer equivalent to the physical and data link layers of the osi model. basically this layer defines how data is physically sent through the network. There are several OSI and TCP/IP model video tutorials online.
TCP and UDP are transport layer protocols; the OSI layer is layer 4 (transport)
TCP is the protocol of network layer, It is connection oriented protocol. UDP is the protocol of network layer, It is connection less protocol.

With regard to the TCP/IP Network Model, the network access Layer is the lowest logical layer in the model and provides specifications for how data (bits) should move over the network.
The server adds the source and destination IP addresses to the packet header. TCP------>Transmission control protocol is used in Transport layer which is the fourth layer.The Network layer is the third layer's data segments is converted into Packets in the network layer.In network layer packets are created and addressed them to transport across the other networks.
