The Atlantic Ocean would be considered the "closest" to England although there are several "seas" around it that are essentially just regions of the Atlantic. The ocean north and northwest of the island of Great Britain is the North Atlantic Ocean. Since this part of Britain is generally thought of as Scotland, it probably would not be considered the ocean closest to "England". To the northeast and east of the island is the North Sea - which laps against the shores of both Scotland and England. To the southeast is the English Channel which separates England from France. To the Southeast is the Celtic Sea which borders Ireland, Wales and England. To the west of Wales and England is the Irish Sea, which surprisingly enough also borders Ireland.
