Keep a close eye on the books and "follow the money".
Cheating is a hard habit to get rid of in any organization. People don't seem to understand why it's wrong and don't think they'll get caught even if they know it's wrong. About the only way to keep it to a minimum is with constant vigilance. For example, in school, teachers constantly watch for cheating such as essays that are too similar to another essay, or test answers that are the same as a person who was close to that student. In business, they often use video cameras to catch people doing what they're not supposed to be doing. You can also try having a talk about why cheating is wrong and why people should not do it.
They could, it is not a usual practice, however, they want your business/money. More than likely they will add a fee(s) for non-use.

"Government Agencies" - such as the immigration, power supply, tourism, agriculture, education etc.. as the word regulate means to "coordinate", the government agencies can be argued to be the type of business organization with the most government regulation as the government coordinates all forms of activity within their system.. In terms of non-governmental organization, it will be said to depends on the country as different countries have different ways of different businesses. however, some close suggestions will be in the Aviation business, Heavy industry and manufacturing business such as ship building, mining and extraction businesses etc..
