If the steering wheel turns, but the wheels do not on an automobile, the steering pin is defective. The steering pin connects the wheels to the action of the steering wheel. An automobile that has a steering pin malfunction should not be driven.
The wheel turns on an axle.
Take the panel off by your feet and the one directly under the steering wheel....pull the top panel part up, but you can't take it off because of the steering wheel adjustment handle is in it....turn the key to the on position but don't start it, push the small pin in, located on the bottom of the ignition comonents, pull the ignition guts out......to install, turn the key around until the pin pushes in, put the ignition in, and turn the key back to lock the pin, that is how I did it.

The large part you grab and turn is the wheel. The rod down the center would be the axle.

The key allows the lockplate pin to retract, which allows the steering wheel to turn. You need the key.
