The large part you grab and turn is the wheel. The rod down the center would be the axle.

on the steering wheel there is a button right by the shifter.. its kind of awkward to push but you push it in to turn it on and pull out on the part that's sticking out to turn it off.
If the turn signal no longer turns off automatically, there is probably a broken part inside the steering wheel for the turn signal switch. Part of the mechanism could have broken off and gotten jammed in the path of the lever.
Take it out of four wheel drive.
