Basically everything. Cut off the parts of the green stem that might be damaged. And cut off the bottom part of the root. You might want to peel off the thin outer layer of the whole scallion, in much the same way that you might peel off the skin of an onion.

The answer above is only partially correct. People do eat the white part. But they also chop up the green part and put that in stuff like soups and other types of dishes. We like put the green parts in scrambled eggs.
