It is usually the cell membrane i think. But the nucleus is "the brain" of a cell. But i would say the cell membrane. hope this helps.

Some cells have glycocalyces and this then would be the outermost part of the cell for them but all cells must have a plasma membrane and therefore I think this would be the best answer to the question.
I think the border of the city or like a fence or wall would be the best one I can think of.
