It depends how much part of earth is in between sun and moon blocking sun's light as the moon is a sphere and earth's shadow causes it to look like being changing its shape.
When the moon passes between the Sun and Earth there is a new moon. In a special case where the Sun and Moon are aligned there is an eclipse of the Sun (the moon blocking view of the Sun).

The moon, itself doesn't so much "give off light" as it reflects light from the sun. On those occasions the moon is positioned between the sun and the earth, we get an eclipse as the moon is blocking the sun for a short period of time.
The shape of the moon changes to us on Earth because of the position that the Sun, Moon, and Earth are in at the time. If the Sun, Moon, and Earth are at a 180o angle withe the moon and sun on the out side then we will have a new moon because the earth will be blocking all the light away from the moon.
