Was the Soviet Union a Jewish state?

No, the Soviet Union was a multinational state, although ethnic Russians were largely in control. Under Stalin, the Soviet Union established the Jewish Autonomous Oblast in eastern Siberia, with its capital in Birobidzhan. At its peak in the 1930s, when many Jews were relocated there, the area was 30 percent Jewish and Yiddish was widely used. Forceful relocation to eastern Siberia was not popular, and today, most of the Jews have left not only from the Jewish Autonomous Oblast but from the former Soviet Union.

How did the USSR react to the British mandate of Palestine?

The Soviet Union was opposed to the creation of a Jewish homeland in Palestine until after World War II, which is when Israel became independent. The Soviet Union actually saw the British Mandate in Palestine as an attempt by the British to create a sphere of influence in the Middle East and by allowing Jews to settle there, the British would transplant a Western-leaning, and relatively wealthy population in the Middle East. This would be disadvantageous to Soviet interests in the region. As a result, Stalin created Birobidzian Autonomous Jewish Oblast in southeast Siberia to be Jewish homeland in the Soviet Union. Understandably, it was not that successful since it was nowhere near the Jewish population centers.

Why did the USSR want to allow the Jewish people into Palestine during the British mandate?

As far as I am aware, the premise of this question is incorrect. The Soviet Union was actually opposed to the creation of a Jewish homeland in Palestine until after World War II, which is when Israel became independent. Soviet interests aligned with the Zionists in Palestine after World War II because it had become clear that the Zionists were furious with the British by this point, possibly severring that alliance (it did not actually sever, but it could have) and that Zionist Yishuv's economy had a strong socialist component which meant that Israel could join the Soviet sphere. By 1953, the Soviet Union decided that Israel was too Western and capitalist of a country to be part of the Soviet sphere.
