There were two types of regimes in early Rome, the monarchy and the republic. It is said that Romulus created a senate made up of 100 patricians-members of the city's leading clans. However, there is evidence that suggests that it may not have been exclusively patrician and that the early kings sometimes summoned non-patricians. The 5th king, Tarquinus Priscus doubled the size of the senate. It is likely that the new senators were not patricians as suggested by the distinction which was made between senators from higher clans (presumably the patricians) and senators of lower clans (presumably the new senators). Some statements by ancient historians also suggest this. In the early republic patricians dominated the senate, but there may have been a few non-patricians. If this is the case, the patricians soon came to monopolise the senate. This remained so until non-patricians became eligible to public office and could became senators because senators were former officers of state.
