Over 90%. Language is controversial in Canada politically, historically and culturally. Many people will claim to speak English to gain entrance, or to gain employment but would not be considered in anyway to be English speaking by most English Canadians. In the past this number was low enough to be ignored but today it is not uncommon to find workplaces that once operated in English now using a working language other English.
We also have people who will claim to not speak English for various reasons but are actually fluent. Traditionally this has been for political and cultural reasons and they do offset some of those who claim to speak English but do not.
Reporting on English use is almost always affected by our language politics making it impossible for accurate numbers that all Canadians would accept but most would agree over 90% of Canadians speak English. I say most but would direct you to our Census Data. A critical read of that will show just how careful the Canadian government is to ensure such information is properly "interpreted" for you.
So no doubt there are many who would suggest less than 90% of Canadians speak or understand English. The Canadian government census reports would at first glance appear to say that less than 80% of Canadians speak English fluently. A little deeper read will quickly discover that much of their interpretation of the data is not well supported and that data could be interpreted differently. It also shows that language politics are alive and well in Canada. Particularly when it comes to "official" government supported language.
