The reason this is is because sunburn is not only from the brightness of the sun but the UV rays sent from the sun are basically slowly cooking our skin. That's why over exposure to the sun can lead to skin cancer. When behind glass the UV rays are not getting to you, so then its just the brightness of the sun that gives you a sunburn, however when it is just the light burning you it takes much longer to actually burn.
