Assuming you mean commercial NEWS papers, like Chicago Tribune, New York Times or the Detroit Free Press the owner or managing editor will set a percentage and increase or decrease the size of that day's issue according to the amount of advertisement sold for that issue. it is a delicate problem, what percentage to sell, mostly because readership usually have an inverse effect with Advertisement percentage.... the more ads the less readers they have.

generally you will find your newspaper has about one third advertisements, with none on front page very few the follow up pages of the news section and heavy Ads back in the classifieds
