Numbers in the Civil War are elusive. What we have are the best estimates, from a careful study of all sources available. No one will ever be able to say how many men were in either army, or exactly how many died. There are slightly better sources for the Union side of both questions, but still no absolute precision is possible.
The best estimates are that 2.1 million men served in the Union Army. Estimates of the number of Confederate sources vary from 1.1 million to 600,000, but most agree that 900,000 is probably a reasonable figure. So that's a total of 3 million in uniform.
The best accepted estimates of the dead are 360,000 Yankees, 260,000 Rebels, for a total of 620,000.
So that means just over 20% of all soldiers died.
