Vera's Center on Sentencing and Corrections and Cost-Benefit Analysis Unit developed a methodology for calculating taxpayer costs of prisons. Their calculations include costs outside of the state's corrections budgets. 40 states participated in the survey in fiscal year 2010. The cost of prisons was $39 billion dollars, which was $5.4 billion more than their collections budgets. Costs outside the collections departments ranged from less than 1% in Arizona to 34% in Connecticut.
