I'm assuming numbers for the US (boy scouts are international).
According to Wikipedia there were 21,000,000 males age 10 -19 in 2000 in the US. Also according to Wikipedia there are 2,739,692 boy scout youths (age 11-17). That would indicate that more then 13% of boys are in scouting at a given time.
Assuming the Birth Rate didn't change much over the course of a decade, the number of boys age 11-17 should be about 7/10 of 21M or about 14.7M. That would make the percentage of boys in scouting 2.7M/14.7M or about 19%.
Counting boys who become scouts but drop out before their 17th birthday, the percentage would be even higher.
