It is easier to state the number of people who do have a degree than those who don't. Only 25% of the population have a BS/BA degree, 8-10% have a MS/MA degree and 1% have a PhD. This means that 75% of the American population does not have a degree or did not finish one. A recent study showed that 75% of the students who start a 2 year degree program do not finish. This shows that a 75% start in a college, but drop out.

Depends on where the kids live. In most of the US, kids go to school for 13 years, plus any college they go to. However, when in college, most people are no longer kids.
