As of 2021, the percentage of teens in the United States who do not have cell phones is quite low, estimated to be around 5-10%. With the increasing importance of smartphones for communication and access to information, this percentage is likely to decrease further in the future.
You can regulate when and how my pre-teens use their cell phones by contacting your cell phone carrier, and asking them to set up parental controls.
