True! NEW RESPONDENT. False. In 1860 there were in the South (incl. the so called Border States) about 8,775,000 white inhabitants of which: 6 100 000 owned no slave, 1 400 000 owned between one and ten slaves, 300 000 owned between ten and twelve slaves, 200 000 owned more than twenty slaves.
In 1835 at the time of the Removal on the Trail of Tears the Cherokee had about 1500 slaves of African descent. In 1840 about 300 of the elite Cherokee familes each owned 25-30 slaves. In 1860 before the start of the Civil War there were 4.600 slaves. There were 21,000 Cherokee at the time. About ten percent of the families owned slaves which was the same as white slave holders in the south. Of the slave holding families 78% claimed some white ancestory. In 1835 only three Cherokee owned more than 50 slaves. Joseph Vann had the most at 110.Slave masters who are white.

Or about 2.8% of white people owned slaves in the southern states. Additionally, 7% of all white people in southern states owned 75% of all slaves.The total number of white people in America (North & South) in 1860 who were slave owners was about 3.1%.As for free Negroes in the southern states, about 10% of them owned slaves. So that means that free blacks were more than 3 times more likely to own slaves than free whites in the southern states.
