Not sure. You might look at black seed oil though, the oil from the nigella sativa plant. I rub a drop or two of oil on a couple of fingers and shove them up my nose. Then I pinch my nose for about 15 seconds. It will feel hot and tingly at first but will subside into relief. Taking it internally can help too.

"Oilseed" means the plant seed is rich in oil. Sunflower seed, cottonseed, some varieties of squash, corn, etc. contain a lot of oil and are grown to harvest the seed and its oil as opposed to harvesting to eat the plant and/or its fruit. "NEC" I cannot answer.
