Technically all of Earth's tectonic plates were in motion when Katrina occurred, although Katrina had no cause/effect due to plate motion.

No. Hurricanes are unrelated to plate tectonics and, compared with the processes that move tectonic plates, the force exterted by a hurricane is negligible, barely scratching the surface.
