The standard equipment that a police officer is required to carry would be a baton, mace or OC spray, two pairs of handcuffs, a glove pouch, double magazine pouch, a taser and extra cartridges, flash light, radio , a black jack, and leatherman tool. These are the pieces that a police officer would carry besides the vest and firearm.

Yes. Under HR 218, a "qualified" police officer can carry in any state, but there are restrictions. Any officer intereted in trying this should research HR 218 to be aware of all the requirements.
yes
What is carried in the trunk of a police vehicle depends on the agency that owns the vehicle and the type of assignment the officer driving it has. Standard equipment might include a first-aid kit, fire extinguisher, road flares, emergency blankets, and usually the transmitter for the police radio, in addition to other electronics (video recorder, data modem, etc.). Depending on the assignment of the officer, it might also contain a crime scene kit with equipment to develop latent fingerprints, evidence containers, cameras, and lights. An accident investigator may have a rolling wheel measuring device, traffic cones, a video camera, and even surveying equipment. This is not remotely a complete list.
Depends on the regulations where you are. Many Special Police Officers DO have the same authority as city or county police officers, but for specialized areas. Some of them DO carry firearms.
Yes, under federal law H.R. 218, a full time officer or retired officer can carry a handgun anywhere in the U.S. if they meet the qualification requirements.

If you are a police officer or retired police officer, yes, you can carry under HR218, but you are supposed to abide by individual state laws. I understand that, but I would like to actually read the entire HR 218 bill.
