Obviously, they ( I am using the word alien in the sense of human from a foreign country- nothing about planetary dwellers!) cannot vote, in some states hold a motor-vehicle license, perform certain license-related jobs, or serve on Jury Duty, all for excellent reasons, these are Citizen responsibilities.
