No, they are not. An oligarchy refers to a government (or a cultural system) where a small number of people have all the power. Obviously, in such a system, only the elite few are treated well. As for everyone else, depending on which groups the oligarchs favor or find useful, they will be treated better than those the people in power do not find especially important.
