Because if you are against gun safety, you're probably dangerous when handling a gun. Many people that are not for gun safety never will and don't know as much as they probably should know about their gun/guns they own.
well, I'm not much of a gun person, but I'm sitting here with my Winchester 69A. Just playing with it a little, you can only engage the safety when the gun is cocked. The safety is in the "fire" position when it is in the forward position and it is in the safe position when pulled back.

Anyone who has a firearm should take a gun handling and safety course. Guns don't shoot themselves.
the safety switch, just behind the breach, next to the bolt, doubles as the bolt-release. with the gun unloaded, pull the bolt back and push the safety switch forward past the "fire" position. the bolt should then be released so that you can easily pull it out of the back of the gun.

Just release the pump and pull back then forward and put the safety on.

It should be discharged, unloaded and with the safety on. If you are going to be in public, then I would carry it in a proper gun case out of sight or don't bring attention to it. Always remember Safety first.
