County government function at the domestic level. While national issues are left to higher powers, county governments are restricted to issues of education, local law enforcement, economic development, and urban planning.
executive and legislative
Exclusive powers are those powers that can be exercised by the National Government alone. Concurrent powers are those powers that both the National Government and state governments can exercise.
A unitary government is described as a centralized government where all powers belong to a single, central agency. Any administrative divisions exercise only powers that the central government chooses to delegate. Great Britain is a good example.
The three parts of government that are separated in the Constitution are known as the separation of powers. The three branches of the government, legislative, executive, and judicial, each have assigned duties, and each can exercise a series of checks and balances to assure, no one portion of the government usurps the powers of the others.
Powers which are assumed to belong to the federal government under the elastic clause are called implied powers. The elastic clause allows Congress to pass laws that are â??necessary and properâ?? to exercise the powers that are specified in the Constitution.
Under the Tenth Amendment, the powers that are not expressly given to the federal government are reserved to the states or the people. The enumerated powers in the constitution (and their related implied powers) are powers the federal government has. The state governments retain all of the other powers. Some powers are concurrent; the federal government has been given the power, but it hasn't been prohibited to the states, so they also can exercise it. An example would be the ability to tax.
The voters, the state legislature determines the powers delegated to county government and the county commissioners administer those powers subject to open meeting laws and other requirements set forth by the legislature.
In most counties in the United States, legislative powers are exercised by the county commissioners. They are usually elected by the citizens of the county.

Inherent powers are powers that neither the national government nor any of the states can exercise. These powers are over and beyond those explicitly spelled out in the Constitution and are only implied from express grants.
