A properly secured (affixed), approved safety harness would be one, eye protection another. I'm sure there are others. but these two come to mind first. Also proper ladders, scaffoldings and handrails. though they're not ppe proper, but sure are necessary.
this is a sort of tricky answer, shingles and felt paper and other roofing materials definitely get hot, but if you are speaking about your roof perhaps absorbing the heat from your attic, then almost not at all. you need to install roof vents if you want to keep your attic bearable. any decent roofer can do that without any leaking.
A flat roof would be better than a sloped roof because a flat roof is significantly cheaper to build. Another consideration of a flat roof would be that it is a more modern design and would fit a more contemporary home.
This seems really odd to me. I have removed and replaced thirty or more roofs, and I think it would be hard if not impossible to justtake off one layer. I think you should get another estimate before you go ahead.

If you are having this problem the most likely place for water to seep into the wall cavity would be from the roof. Water can find it's way through almost anything and sometimes these kinds of leaks can be very difficult to locate. Have a professional roofer check the roof over to see if there is anything obvious. They will check the valleys, areas around the chimney, around plumbing vent pipes and roof vents etc. It could be a simple fix or it could mean replacing the roofing materials.Good luck!
