"ruined" is not exactly the right word, but Franklin Roosevelt got Congress to set up the social security system without any plan to pay for it and Lyndon Johnson got them to add on Medicare again without any fund to pay for it. Nowadays,

these entitlement costs are on the verge of threatening the country and no politician dares do what is necessary to solve the problem- either cut benefits or raise taxes to pay for them . All the president and Congress can think of doing is to run up the deficit and the voters seem to want thi, having become addicted to government services.
