I'm currently doing a science fair project on tornadoes and I believe inertia is part of it. There is a horizontal wind and a vertical wind that blow perpendicular to each other this creates a spinning motion. Then the wind condenses somewhat because the wind accelerates in the counter clockwise and just keeps on spinning until the storm dies out.
