Remove two 10mm bolts supporting the pedal. Disconnect the electronic unit connected to the pedal using a small flat head screwdriver. Take off two phillps screws attached to the unit.
Flat spots occur due to several reasons. It could be leaks in the accelerator pump piston or the accelerator pump valves. It can occur when you are accelerating because there is a momentary hesitation from the engine after the pedal is pressed down.

You don't have brake fluid There could be air in the system and it requires bleeding to rid it of air. If the vehicle is an older one, the master cylinder may be porus or the bore pitted. It should be resleeved or replaced. The seals could also be flat. Jam your foot down hard on the brake pedal. Is the pedal high? If it only happens when you put your foot flat on the throttle pedal, it could be that your throttle cable is too tight. You can test this by depressing the throttle pedal to just before you hit the floor, if that works, try adjusting the throttle cable with the two 10mm bolts on top of the intake manifold.
