Because of the Korean War. In the 1950s, there was a war between capitalist South Korea and communist North Korea. The U.S. fought in the war on the side of South Korea, so now North Korea blames the U.S. for all its problems.
The US had a direct occupation of southern Korea between 1945 (when Japan surrendered and withdrew from Korea) until 1948 (when the Republic of Korea a.k.a. South Korea declared independence). The US has consistently assisted the Republic of Korea with its military problems, but has not exerted direct control or clandestine control, such as the US has in many Latin American countries. The Democratic Republic of Korea a.k.a. North Korea has never been under US control (with the exception of the late 1950-1951 UN Coalition advance to the Yalu River during the Korean War.
