Firstly the Greeks were not under Pericles, we are talking here about the independent city-state of Athens - there were hundreds of other Greek city-states stretching right around the Mediterranean Sea which had their own government and system of government. Athens encouraged associated states to adopt democracy, but most found a broad-based oligarchy to be more reliable and safer.

Under Pericles' guidance as unofficial 'First Citizen', laws were passed which instituted a direct democracy, that is, unlie representative democracies today where the citizens elect representatives to a parliament which enacts laws, the citizens attended asseblies every couple of weeks to pass laws, approve expenditure and other governmental tasks. The citizens also provided juries to deal with law cases directly without the encumbrance of judges and lawyers. Hence the words we use of Direct Demicracy. The people ruled all matters directly.

To cover the period between meetings and to have an execcutive body to carry out the directions of the Assembly, a standing Council of 500 was established, with 50 of them on duty each day to ensure 24/7 continuity.

As public office bearers were selected by lot, with the obvious resultant problem of quality, several members were allotted to each task of the Council and its agents, so that there was a fair chance that one or more would have the ability to make right decisions and complete actions.

There was an exception - the Generals were appointed from the best men available - one by each of the ten tribes. The Athenians didn't want their lives in war left in the hands of any old idiot selected by a random ballot. Additionally, very important tasks, military or civil, coming out of the Assembly whould a rider 'Let the generals do it'.
