Gamma rays have extremely high energies, and seeing as they are a form of ionizing radiation, they can cause cellular damage. When gamma rays are aimed at bacteria, in much the same as radiation harms humans, DNA damage occurs eventually resulting in the death of cells.

In simple terms, it's because the food is already dead. High-energy radiation such as gamma rays will damage the complex organic molecules that living things need to function. Molecules in the food will be affected as well, but not in any way that substantially affects the quality of the food. Material exposed to gamma rays does not become radioactive.
