It depends what kind of mutation you are on about really.

Not all mutations are like the Hulk and marvel characters... infact I don't think any are. Tattoos can casue them, irritating ones. Most of the time they are not pleasent and the wierdest of things cause them out of the blue. Sometimes its natrual selection...
