The difference is that lunar soil contains no water or organic materials and is not able to support life. The soil found on earth is the exact opposite; it contains water and organic materis and can support life.

Loose lunar rock material is called regolith.
Lichen produces acid that breaks down rocks that it grows on throughout it's life cycle. Also when it decays it produces soil
The layers of soil as it was naturally deposited are called, 'Horizons'.
Roberta Bustin has written: 'Kinetics of hydrogen release from lunar soil' -- subject(s): Lunar rocks, Reaction kinetics, Lunar soil, Lunar resources, Hydrogen, Lunar mining

"Soil" as opposed to "dust" implies some moisture and some organic material. The Moon has no organic material and except for some craters near the poles, no water that we know of.When we go to the Moon, we'll make our own lunar "soil" by mixing organic material with water and lunar dust.
the soil is very hard.
